Welcome to fair Verona, where we lay our scene. Verona, Kentucky, that is. This small Rust Belt town has just been hit by a massive storm (a tempest, actually), and it’s up to Katie Connelly, County Council President, to contend with the wreckage. As luck would have it, the storm has a silver lining: heretofore-undiscovered oil and natural gas deposits are buried deep within the northern Kentucky shale. Enter Xander Blakemore, lobbyist for Commonwealth Energy Solutions. Blakemore promises unprecedented civic prosperity, just as long as the County Council agrees to some ”light fracking.” Katie’s colleagues on the council are ready to hand over the keys to the city, but Katie has other plans.
